For the past two months, I have had the pleasure of coordinating a project examining the impact of information on voting behavior among poor residents of Delhi. This project is a randomized trial run by J-PAL Professors Abhijit Banerjee and Rohini Pande.
The main goal of this project is to evaluate the impact of providing objective information on MLA (MLAs are state-level legislators) candidates to low-income voters on voting behavior and public perception of politicians and the political process in general. Collaborating with consultants and NGO experts, we designed a three-phase objective information campaign. The first phase of the campaign was a door-to-door module that aimed at educating voters about the responsibilities of their MLA (such as allocating development funds, overseeing municipal agencies, etc). The door to door campaign also educated voters on the actual mechanics of voting, such as what types of identity proof are acceptable and how to determine voter eligibility. In the second phase of the campaign, we collaborated with the Dainik Hindustan (a major Hindi newspaper) to publish a series of articles delivering objective information on sitting MLAs and major party candidates. For sitting MLAs, we provided data on how they allocated their development funds (each MLA receives 2 crore every year to spend on the development of their constituency), as well as information on their attendance and participation in Vidhan Sabha (legislative assembly) meetings. This data was compiled by Satark Nagarik Sangatham (SNS), a Delhi-based NGO. For all major party candidates, we also provided information on their criminal history, personal assets, and education, which we compiled from affidavits available under the Right to Information Act. We then coordinated a mass distribution of these newspapers featuring objective information in randomly selected treatment areas. In the third and final phase of the campaign, our NGO workers went around treatment neighborhoods and ran community discussions focusing on the data presented in the newspaper to and door-to-door campaign to reinforce and provide context for the information.
The treatment for this project was done at a polling station level: each individual polling station corresponds to a neighborhood of about 1000 voters (roughly 400 households). We identified a sample of 400 slum-area polling stations across ten assembly constituencies of Delhi, and randomly selected half to receive the information campaign (all three phases). The other half served as a control group. Our impact evaluation will compare outcomes between voting patterns in treatment and control polling stations. To help tease out differential program effects across demographic groups and generally provide some context to the voting data, we are also running a post-election survey in treatment and control polling stations. This survey is currently underway and votes are being counted, and we are looking forward to the arrival of this data for analysis.
Although we cannot make any rigorous claims about program impact until we get the data, the time I have spent in the field has been fascinating and informative in its own right. I would like to take the time to discuss some of the insights and mysteries this project has elucidated with the readers of this blog.
One of the things that struck me the most when I went around with our fieldworkers was the passionate and emotional response that many slum-dwellers had to the information that we were providing. In some areas where the condition of local development was particularly abysmal, residents went so far as to say that “If that bastard MLA comes around asking for votes this time were going to thrash him.” What was particularly interesting for us was that the information did not generate a universally anti-incumbent sentiment – people’s perceptions of their representatives seemed to be highly correlated with the amount of development that had occurred in the locality. It was a general consensus of the field staff that they were providing information that the public really wants to have. This suggests that there is tremendous potential for “pro-active” information delivery campaigns. SNS, one of the NGOs we worked with, has been a strong local advocate of information delivery through regular public hearings and meetings. Delhi Election Watch, a nonpartisan think tank, has developed a SMS based initiative that disseminates candidate-specific information through mobile phones, an idea that seems to have great potential. Jaago Re, perhaps the most prominent voter awareness movement in India, is also pursuing the active delivery of information.
Another interesting feature of slum voting in India is the prevalence of vote-buying. All of the major parties are actively involved in the distribution of goods (cash, alcohol, and clothing being the most popular) in exchange for votes. This is such a common feature of elections that slum-dwellers tend to speak quite openly about it. I had many interesting discussions with people on this topic, and the general consensus seemed to be that although people generally understand that their own well-being is correlated with the quality of their politicians, they lack the discipline and self-control to resist the temptation of these bribes when they are offered. In economic speak, voters are dynamically inconsistent: they are willing to accept bribes in the present even when they are in the bigger picture acting against their own self-interest. The fact that many voters are conscious of this inconsistency suggests that triggering behavioral change by simply trying to educate them about the real costs of bad governance would probably be difficult. One potential way to mitigate the effects of vote-buying is to emphasize to voters that their individual ballot is a secret, and that however many parties give them liquor, sarees, and cash, they should still vote for the one that they feel would be best for local development. This is however complicated by the fact that many elected MLA’s have a tendency to “punish” localities that do not support them in elections by denying them development funds. I would be interested in hearing readers suggestions of how to mitigate the negative impacts of vote buying on governance outcomes.
The other main thing that struck me about slum voters was their overwhelming commitment to vote, in spite of what seemed like a deep disillusionment with the political process. A very large proportion of people I interacted with expressed the notion that all politicians are generally corrupt and uninterested in the problems of the poor, yet literally all of them voiced a commitment to vote. When I asked them why they felt compelled to vote, most simply replied that “It’s my right to vote and I’m going to.” The perceived lack of benefit to political participation in general is therefore quite perplexing in light of this. The notion that the disenfranchised are more active political participants is widely accepted borne out by statistics – poor areas almost always have dramatically higher voter turnout than rich ones in Delhi.

Yes, this was a run up to the recent MLA elections held on November 30th. We are currently planning for a similar project focusing on the Lok Sabha (national assembly) elections in Hyderabad. I definitely agree that it would be interesting to see the impact on middle and even upper-class voters - hopefully we'll have a large enough budget to include these groups in the future study

What type of information or data do you expect would show the difference between how people behave if they do or do not receive those the information? Would indicators include which candidate people vote for, or % of prospective voters that vote at a given polling station, or something else altogether?
Selvan, sounds like an interesting study... kudos to the team working on it. This idea has more importance as voting in India is really a complicated stuff to understand.

There are a variety of possible effects we could see from this study.
The first, and easiest to analyze, is a simple turnout effect. We can measure whether the campaign induced more people to vote by comparing changes in turnout across treatment and control polling stations (difference-in-difference).
Another perhaps more subtle effect is how the campaign impacted the distribution of votes. Without making normative judgements about candidate quality, we can examine whether providing various factors, such as criminality, education, and past performance affects the change in vote share earned by particular candidates. Since there is natural variation in candidate attributes, we should be able to determine voters revealed preferences for politicians in the presence and absence of objective information.

Our initial findings are that the campaign had a strongly significant impact on voter turnout, regardless of the way we specified our regressions. We also found a strongly significant impact on vote share (candidates of lower objective quality had reduced vote shares). These effects are only weakly significant using certain regression specifications, so I'll hold off until we finish the analysis before saying anything more).

Labour and Enviornment Minsiter Ganesh Naik has ordered the proper rehabilitation of an estimation of an estimated hawkers who have been displaced by the ongoing work of Sanpada-Palm Beach Flyover.
Among those who have lost theirs means of livelihood were vegetable vendors and some women’s self help groups. On 10 January, they went with their grievances to labour minister Ganesh Naik immediately directed NMMC that the affected persons be provided with a suitable plot where they can continue their businesses.

Koparkhairane resident Rajesh Tiwari (name changed on request) wanted admission in Airoli-based New Horizon Junior College and so he submitted a letter signed by Naik to the college for getting admission in the management quota. However, the authorities told Tiwari that the written letter would be of no help and that it would take a personal call from the senior politician himself.
Accordingly, Tiwari approached Naik, who is also State Minister for Excise, Environment and Labour at his Janta Darbar at Vishnudas Bhave Hall, Vashi on Friday. "Since the letter had no effect, we have come here to meet Naik personally and request him to make a phone call to the college," stated Tiwari, who has secured 70 percent marks in the SSC exam, and is seeking admission in Science stream. The college's cut-off is 75 percent.
Naik responded positively to the visitor's request by promptly calling the college authority on the spot and personally requested in favour of the student. The Minister coolly told the student that he should now go to the college on Monday for the necessary follow-up and the jubilant student, and his parents, left the Janata Darbar satisfied.
Practice examination for Marathi medium SSC students
With an objective to eliminate the examination fear among students appearing for the forthcoming SSC board examination and to develop confidence within them, Navi Mumbai Shikshan Sankul, in coordination with the NCP, conducted a practice examination in the month of December, especially for the Marathi medium schools.

Now, it’s a cool ride from Belapur to Bandra
The city bus commuters travelling to Bandra can enjoy a cool ride. On July 4, the Navi Mumbai Municipal Transport (NMMT) inducted five new air- conditioned Volvo buses in its fleet, to ply from the bus depot here to Bandra (W), which later may even be extended to SEEPZ.
State Excise and Environment Minister Ganesh Naik, MLC Manda Mhatre, State Transport Commissoner Deepak Kapoor, NMMT outgoing chairman Sasi Damodaran, NMMC Standing Committee Chairman Sandeep Naik and other dignitaries attended the inauguration function.
The air- conditioned Volvo buses are being run between here and Bandra covering a total distance of 35.5 kms within 85 to 90 minutes. Redevelopment of old buildings in city
The long wait is finally over. As promised by Guardian Minister Ganesh Naik last week, Chief Minister Ashok Chavan sanctioned some key, long-pending issues that were bothering residents of Navi Mumbai for long.
The main issue remains the sanctioning of additional FSI of 2.5 for residents of JN1 and JN2 buildings in Vashi and permission to rebuild these dilapidated structures, some of which need urgent repairs.
Residents of JN1 and JN2 are rejoicing over the announcement made by state government. Ex-corporator Kishore Patkar said, "It was a long-pending proposal and residents of these buildings were waiting for last 15 years for a decision in this matter. We are indebted to Guardian Minister Ganesh Naik who kept his word and followed up on the matter regularly."

The apartment owners who got their all news homes in Navi Mumbai
Those who were shifted by CIDCO in the Juinagar apartments are victims of the bitter realities of an insensitive and apathetic system. For apartment owners of JN Type apartments in Shraddha compound, shifting to Juinagar was suppose to be a make shift arrangement before their real homes were reconstructed. FSI to CIDCO built apartments reeling under dilapidated conditions is perhaps the most burning issue that haunts Navi Mumbai today. May be that’s why the victims of CIDCO’s sub standard constructed apartments are loosing faith but the first ray of hope that they’d get relief from the deplorable living conditions came when Guardian Minister Ganesh Naik had pursued the issue of FSI to CIDCO apartments during the Chief Minister’s visit to Navi Mumbai in June 2009.
Even the apartment owners who got their all news homes had shared with us how their apartments were in dilapidated conditions and after reconstruction they have homes with all new amenities. They gave the credit for this to Guardian Minister Ganesh Naik.
NMMC toilets, even the existing ones have become victims of ill maintenance
There is an urgent need to construct the toilets here as locals, including women and children have to climb hills to attend natures’ calls. Women shared how going is difficult when there are men leering at them. And like most NMMC toilets, even the existing ones have become victims of ill maintenance.
The locals are however happy ever since the NMMC Standing Committee approved the bid of Yashraj Infrastructure to re- construct three toilets at the cost of Rs. 77 lacs 35 thousand 959. The three new toilets will come as a major relief to the locals and will solve one of their most burning issues. Standing Committee Chairman Sandeep Naik informed that while the toilets are needed, he has ordered the administration to take up the work for a school too at the earliest.

11th Saraswati Samaroh 2009 held in Navi Mumbai

Even since the elections have been declared, representatives from all communities have been declaring their support to Ganesh Naik and Sandeep Naik.

On the second last day of filing nominations, the front runners from Belapur and Airoli constituencies filed their nominations. Thane Guardian Minister Ganesh Naik filed his nominations as the official NCP-Congress Candidate from the Belapur constituency.
The much-anticipated moment of filing nominations saw the front runners of Belapur and Airoli constituencies arriving at the centers today. 'Sandeep Naik have worked at the grassroot level for city'
Sandeep Naik, the youngest contestant from the satellite city - and the son of sitting MLA, Guardian Minister Ganesh Naik - is a picture of confidence. It's nine in the morning; he has already been up for three hours, knocked off a series of meetings and is all set for another 16-hour work day on the campaign trail.
It is not my decision or the family's decision, but the insistence of the people that has lead me to contest the Assembly election. In fact, I was quite content working at the corporation level and given the aspirations of many candidates, the demands of other hopefuls, I was not even thinking about contesting. But, our party leaders - and all the people - thought that it was time for me to take up larger responsibilities, expand my reach and serve people on a bigger scale.
Having said that, Naiksaab's original Belapur Assembly constituency got split into five constituencies, post delimitation, with two of them falling under Navi Mumbai. Since he has done a lot of work in this constituency over the past 20 years, it makes sense for his party to get its own MLA elected in the newly carved constituency.
Thane Belapur Highway Project nearing completion
The Thane-Belapur highway is the only six lane concretised highway in the country on which toll is not levied. Yet, there has been no compromise on the standard and quality of construction of the highway The quality of construction of this highway was proved when despite the diversion of Mumbra highway traffic to this road, the additional load did not have any effect on it. To ensure long lasting quality of work, NMMC Standing Committee chairman Sandeep Naik himself inspected the road work regularly and issued orders accordingly to NMMC officials. This has resulted in top quality work on the road that is shining today It is Shri Ganesh Naik's huge contribution to the progress and development of Navi Mumbai that has earned him the sobriquet of the city's architect.

150 acres of water body to be beautified into recreational space at Nerul holding pond
To the delight of Navi Mumbaikars, the satellite city is soon going to be gifted with an entertainment and recreational centre at the water body at sector 26 of Nerul. The NMMC General Body approved the estimated expenditure of Rs 98.40 crores for beautification of this holding pond adjacent to the Palm Beach Road.
This one would definitely account for that as they plan to give the structure a crystal kind of look and would be calling it the Jewel of Navi Mumbai. The proposed beautification plan includes an entrance plaza, parking facility, toilets, walkways, jogging track, food plaza, exhibition ground, gymnasium, swimming pool, health spa, indoor games facility, hotel, party lawn, aquarium, sand pit, butterfly garden, botanical garden, picnic park and gardens.
The unique feature and the main tourist attraction is likely to be the bailagio which works on the fire on water concept. While the work on the basic infrastructure would be done in the first phase, the beautification of the water body is proposed to be done through the Public Private Partnership. Standing Committee Chairman Sandeep Naik voiced confidence of the work that Hiten Sethi will do and says that since the project will be made on PPP basis, it would also generate revenue for NMMC.

“ On Thursday(22-10-09), I was a bit tensed when came to know that Chauguley was leading in the initial stages. However, I was confident about winning the polls. Now, my duty will be to identify the needs of the public and work accordingly. I will try my level best to fulfil our agenda," said an excited Sandeep. When asked whether he is happy with the margin with which he won, he answered, "I am happy with the margin since there was no MNS candidate and still we won with good margin. This indicates that youths and new voters registered with EC put faith in me. My victory is equally due to all NCP corporators and workers who put lots of efforts to the win from the constituency."

Thursday's twin victories, combined with the fact that elder son Sanjeev (37) -- a former Navi Mumbai mayor -won a Thane Parliamentary seat in the national election held earlier this year, will boost Naik's status further within the NCP and cement the region's status as a family bastion.
The father-son duo successfully battled anti-incumbency, the emergence of the MNS and rebels candidates from the NCP and alliance partner Congress -- local Congress president Namdeo Bhagat (46) jumped into the fray as an Independent after he lost his ticket in seatsharing negotiations. The Naiks' main poll plank was development, with father and son repeatedly citing the Morbe Dam as a major achievement and promising more along the same lines.

While it was a smooth ride for three-term MLA and state excise, labour and environment minister Ganesh Naik against BJP's Suresh Haware, son Sandeep Naik faced nervous moments as Shiv Sena's Vijay Chougule steadily garnered more votes in the initial phase of the counting. Despite having lost to Sandeep's brother Sanjeev Naik in the Thane constituency in the recent Lok Sabha elections by over 40,000 votes, the Shiv Sena-BJP alliance had again fielded Airoli corporator Chougule to challenge the Naik supremacy.

During the last public rally, Sandeep Naik had appealed to voters to show the same trust in him that the voters had shown in his father Ganesh Naik and brother MP Dr. Sanjeev Naik. In what seemed like a neck-to-neck fight in the first 15 rounds of counting, the battle tilted heavily in favour of NMMC standing committee chairman Sandeep Naik. In the remaining eight rounds towards the end, Chougule suffered serious setbacks in Bonkode, Kopar Khairne and large parts of Vashi.
Chougule, at one point, saw a lead of 2200 votes against Naik when votes from Airoli were being counted. In the end, however, out of the total of 1, 57,751 valid votes cast in the constituency, Naik got a lead of 11,957 votes. Naik got 79,075 votes while Chougule managed 67,118.
When asked the reason for not securing a good number of votes from Airoli, Sandeep said, "All party workers have worked equally hard in all places. It is just natural that some people have a stronghold in certain areas. But since a majority of voters have shown trust in me, I will try to win over the rest of them too," Sandeep said.

His work and popular drive of “Chairman at your Doorsteps” helped Sandeep Naik meet people across Navi Mumbai, from posh localities to the dusty roads of gaonthan and slum settlements around the city. Throughout he earnestly tried to solve civic problems. His work had impressed the party leadership of NCP so much that despite opposition, Sandeep Naik was given candidature from Airoli constituency.
And indeed Sandeep Naik lived upto the faith shown on him as he won the elections from Airoli constituency with a margin of 11957. Post his victory, Sandeep Naik said that his priority would be public work in Airoli. He also thanked voters for showing the same faith in him that they have shown in Ganesh Naik and MP Dr. Sanjeev Naik.
Navi Mumbai puts faith in Ganesh Naiks
Thane district Guardian Minister and Nationalist Congress Party's (NCP) candidate Ganesh Naik retained his Belapur seat registering 59,685 of the total 1,46,342 votes cast during October 13 assembly polls. Shiv Sena-BJP's joint candidate Suresh Haware, who was expected to give a tough fight to the NCP heavyweight, garnered 46,812 votes, while Maharashtra Navnirman Sena (MNS) candidate Rajendra Mahale and independent contestant Namdeo Rama Bhagat bagged 19,569 and 14,516 votes respectively.
Naik maintained lead over other candidates right from the first round of the counting, held at Vashi's Sacred Heart School on Thursday. The veteran leader registered 429 more votes than Haware who received 2,222 votes in the first round. The initial two rounds saw Naik and Haware competing closely, but from the fifth round, the gap between the votes bagged by the two widened with Naik getting 3327 votes and the builder-turned-politician scoring 1,429 votes at the end of the round. By seventh round, Naik's lead soared by 6,418 and after 14th round he was 9,619 votes ahead and continued the rally till the final 23rd round.
Ganesh Naik thanked voters for continuing to support progressive thoughts and stable leadership.
When the media posed this question to Ganesh Naik, he said that he has never criticized the act of the Congress rebel even during the elections.
On the questions of allegations of dynastic rule, he said that the voters of Navi Mumbai have given a fitting reply to these allegations by voting for progress and development. Ganesh Naik also shared with the media his immediate priorities for his constituency. Ganesh Naik thanked voters for continuing to support progressive thoughts and stable leadership. Weeklong Celebrations Culminate As The Sikh Community Celebrated Guru Nanak Jayanthi With Enthusiasm In The City
The weeklong celebrations come to an end as the Sikhs of the city, celebrated the birthday of Guru Nanak Dev, the founder of the Sikh faith.
Guru Nanak Jayanthi is the birth anniversary of the founder of the Sikh faith who was born in the month of Kartik. Born in 1469 A.D. at Tolevandi, some 30 miles from Lahore, the religion of Sikhism was founded is the result of his great vision, dedication and devotion. For the Sikhs it is a time of celebration. Men, women, and children, participated in this karseva as service to the community, cook food and distribute it in the 'Guru ka Langar', with the traditional 'Karah Prasad'. The Sikhs also visit gurudwaras where special programs are arranged and religious songs are sung in praise of guru nanak. A similar gathering was held at the Gurudwara at CBD Belapur where Thane Guardian Minister and Belapur MLA Ganesh Naik was present. He was welcomed with the traditional shawl and sword of the Sikhs.

Speaking on this iconic structure, NMMC Standing Committee Chairman Sandeep Naik, who is credited for pushing the project for a take off, said that there was a need for centralization of the various departments of NMMC, which would be achieved through this structure. While the building took time to get underway, the construction had already started. A unique factor of this building is that it would be an eco-friendly structure.
The construction is in full swing with the raft of the basements fitted that in another 18 months the structure would be complete. Someone has very rightly said that patience is always rewarded, For over a decade, the corporators and officials of NMMC were waiting to have their own headquarters and as the work begins in full force at the site, looks like the wait is soon going to be over that too in style. For the project promises to not just be an iconic structure and a marvel of a landmark, but the NMMC Headquarters promise to be a civic wonder like no municipal corporation in the country.

On the auspicious day of the Sikhs, a bridge was also inaugurated by Ganesh Naik making another walkway for the devotees of the gurudwara. Speaking to the media, Ganesh Naik said that he was not with the Sikh community but was amongst one of them. He prayed for strength to bring happiness in people’s lives.

When NMMC started the work on Thane Belapur Road, commuters had little trust whether the NMMC would live upto the picture it had painted of a smooth drive to Thane for the next 25 years at a stretch. NMMC allocated Rs. 111 Crores for the work and so far Rs. 130 Crores have been spent on the project. Unanimous opinion is that the drive to and fro from this stretch especially for Navi Mumbaikars and Thaneites was never this smooth, no traffic congestion and time saving. With the media keeping a close watch on the work, the NMMC ensured that the work lived up to the promises made to citizens. The six-lane road is so wide enough that many vehicles can pass at a time from either side. And the concretization work has also ensured that motorists do not have to spend extra on maintenance. And there’s more, the authorities are planning to ensure a non-stop drive on this road after averting all the chances of road crossing by the pedestrians. Necessary provisions have been made in the plan of the flyovers so as to facilitate road crossing by vehicles and pedestrians as well, without obstructing the traffic flow on the Thane-Belapur road.

For a leader who proved his magic for nearly four decades, assembly elections 2009 seemed to be the biggest battle for Ganesh Naik. In the assembly elections 2009, wherever one visited either Belapur or Airoli constituencies, you were sure to have complicated “who will undercut who” calculations flung at you. In the last three months of election campaigning the BJP-Shiv Sena continuously talked about the change mantra that was all set to conquer Navi Mumbai while the united strength of Congress rebels were over confident of toppling the dynastic rule of the Naik family. These cards could have worked in some other constituency, not in Navi Mumbai.
NMMC has issued notices and if the societies continue to waste water
MLA Sandeep Naik had reiterated this during the weekly Standing Committee meeting when the subject of 24 hours water supply from Morbe Dam was raised by a member. When the proposal of laying additional pipelines from Morbe Dam came for approval, Sandeep Naik said that Navi Mumbai was lucky that it is getting regular water supply and is working towards 24 hours when neighboring cities like Mumbai and Thane, though being rich corporations could not even dream of this as they failed to plan anything like this for their cities.
The NMMC was charging residents only Rs. 4.75 per unit as water charge while the difference of Rs. 3.25 is being borne by NMMC. This is a financial burden and even then there is continuous wastage of water by big housing societies. That’s why NMMC has issued notices and if the societies continue to waste water, NMMC will register serious charges against them.
The central government to NMMC for infrastructure development in the city
In 2005, Shri Sandeep Naik was elected the corporator and member of the NMMC standing committee , which is the second most important body of the corporation after general boby .
He is already proving to be a capable chairmen as also a champion of environmental concerns, as expert in agriculture, an ardent promoter of science and ultra –modern technology , an able administrator, a progressive thinker and able all a vibrant youth with a very positive and constructive spirit.

NMMC also won the first Prize in the competition of water supply organized by the urban development department of the central government. The corporation was adjudged the best in the state in the implementation of the Sarva Shiksha Abhiyan. The corporation has added several such feathers to its cap.

State Excise Minister Ganesh Naik Orders Immediate Repair Work For Sanpada Bridge After Inspection
Looks like authorities have finally woken up to the dangers of weak bridges along rail routes post the Kopri incident. In the course, State Excise and Non-Conventional Resources Minister Ganesh Naik paid an inspection visit along with officials at the Sanpada Bridge that has been reeling under unsafe conditions for years. The Minister has ordered immediate repair work of the bridge.
Every year, Dutta Jayanti is organized on a grand scale on December 1st at the Dutt Temple at Sanpada. Lakhs of devotees from all over the city and nearby areas come at the temple for Dutt Jayanthi. And scores of these devotees use the Sanpada railway bridge to reach the temple. The Sanpada bridge that was built years ago jointly by CIDCO and Railways was never maintained post its construction. This is one of the reasons why the bridge reels under highly deplorable conditions. Continuous movement of trains on the rail routes underneath the bridge has led to it being in shaky conditions putting the lives of commuters using it at risk. For years the locals have been demanding that the bridge be repaired but all in vain. At last, State Excise and Non-Conventional Resources Minister Ganesh Naik visited the bridge for an inspection.
